The 3rd Seven Year Plan was proposed in the 6th National Congress of the Communist Party of DPRK in October 1980.
This congress stated the economic goals of “achieving the top ten long-term goals and actively promoting science and technology”. Within these goals was a focus on “continuing to vigorously accelerate the subjectification, modernization, and scientification of the people’s economy, and laying a material and technological foundation”.
During this period, apatite mines were developed all over the country. Raw material bases for phosphate fertiliser production were consolidated, and phosphate fertiliser plants were established on all roads. Moreover, the chemistry level of rural managers made significant progress in establishing a scientific fertilisation system and effective use of fertilisers.
